Because rubber has certain elasticity. When press on the brake pedal, the oil pressure increases suddenly. Part of the pressure begins to expand toward outside. Therefore, the inner size will be larger. The pressure in brake oil hose falls because of such change, then cause the brake force smaller. Besides, it cause long brake distance and long brake time. This will be more obvious when brake frequently and hard.
Then how long should change the brake hose?
Actually, there is not a certain regulation for how long change a brake hose. But you should check it every year. If there is any leakage, rust or bulge here on your brake hose, you must change it.
